Do the two rear seat belts that share the same bolt tighten down or are they suppose to be loose on the shoulder of the bolt. My car never had rear belts when I took it apart. I have a total of 6 short bolts with full threads and two long bolts with shoulders.

The service manual shows which bolts go where, all I have handy is the example which includes shoulder belts. Those use a 1/2 13 thread bolt with a 9/16 shoulder, that is a bigger shoulder than what you should have. I believe my rear seat bolts are either no shoulder or 3/8 shoulder and there is no movement of the anchor once the bolt is tightened down.
