1968/1969 Cutlass steering wheels vs. 1970/1971

1968/1969 Cutlass steering wheels vs. 1970/1971

It looks like the 68/69 Cutlass steering wheel and the 70/71 is the same except they are mounted on the shaft upside down from each other,and the horn "buttons" are different. Am I right or are they completely different wheels? Thanks.

1968 steering wheels are different from 69s. The 68 steering column is smaller in diameter since the key is on the dash. The hub of the steering wheel is correspondingly smaller.
