TPS trouble.

Hey everyone. So I recently put in a new TPS into my 1987 442. I got everything out and put back together okay but when I tried to calibrate it, I turned the screw and nothing happened. It doesn't want to change from .32 volts and I think it should be around .48. If I adjust the screw all the way in it drops to.18 or so but .32 is as high as I can get it. This is my first time doing this and I assume I am doing something incorrectly. I am metering the middle and bottom wires on the TPS which I understand are ground and TPS output. This is on a quadrajet carb. Any insight would be much appreciated.
