Tilt column "cover" stuck

Tilt column "cover" stuck

Hey guys,

I'm trying to get this steering column apart so I can restore it a bit. Had no trouble with it really, and referred to the service manual on this, but I just can't get the cover to come off.

I've done all the appropriate steps removing what needs to be, but when I try to pull the cover off, it's hangin up on something. Near as I can tell, it's got something to do with the portion of the key cylinder that stays inside when you remove the actual cylinder and the stuff here in this pic that the arrows are pointing to.

As I pull on the cover, I can see these parts rotating in sync with the movement of the cover. Any ideas?

If I recall when I restored one, the lock bolt was seized in the housing.

That's what it was. The lock pin was froze up in the tube. Couple taps with a punch and hammer and I was able to get the cover off. THANKS!
