Steering column issue, 1963

Steering column issue, 1963

Besides my Olds, I have a hot rod that I used a 1963 Cutlass steering column in. (Was a floor shift so no a nice column to use.)
This summer the turn signal lost its feel. We'll Ive had a few GM, so I assumed the plastic cam probably broke on one side
Now that it's colder I pulled the wheel to take a look. To my surprise, the mechanism is not broken at all! it's not even plastic, I had forget what it looked like in here.
So I paid more attention and now I do see what is happening.
Moving the turn signal rod up or down is actually moving the entire outer jacket of the steering column.
The larger jacket, the gray in the picture, rotates on the smaller column that goes down to the floor.



So basically everything spins. All the turn signal gear.
Does anyone know what is supposed to prevent that? What keeps the larger jacket from turning around the smaller one
Whatever it is, it's now failed. I haven't gone deeper into the column yet.
I'm really thinking of just drilling a small hole underneath, and putting in a screw that will stop it from happening. It will work.
But i do wonder what Olds had in here to prevent the problem. Anyone know?

Many thanks Charlie. it's hard to tell what might keep "housing" and "spacer" from being allowed to spin.
I guess i could go another layer deeper and see what part "lock plate" is doing.
