69 and 70 both look like the same hood but they are different and have different latching also. The center tooth is also different between the 2 years as are the rad support and bumpers which play a major part in the fitment. Could you modify one to work? Sure, it's been done. One of our members put a 70 OAI hood on his 69 Cutlass S but had to tweak the rad support to make it work.
