High speed relay
My guess is a burned out heater resistor, though I've always thought the resistor coils were bypassed for high speed.
That resistor wiring connector isn't above suspicion either. Notorious for burning out and corroding.

That makes sense cause at first I had no blower but after I cleaned the connections I had low and three but no two and high. I'll take a better look at the connections again. The coils look to be intact. Can they be cleaned somehow? And like you mentioned it could be the switch itself. Can the switch be cleaned?
You can use some radio & TV tuner cleaner on the switch, if you can find it. Digital tuning all but wiped out the demand for analog stuff. You may find it as "contact cleaner" at an electronic or industrial supply store. CRC is a well-known brand.
You should be able to find an opening on the blower switch to spray the cleaner into. Then work the switch thru all four positions a few times to dissolve and scrub the corrosion off the contacts inside.
Use a wire brush and the cleaner to clean the resistor plug terminals.
You'll need a continuity tester or ohmmeter to check the resistor coils. With no voltage to it, probe each coil's terminal ends. You should have some resistance on each coil. If you get infinite resistance, that coil is broken somewhere.
Blower motors can be plumb aggravating to get running properly.
