Ballast Resistor required?

Ballast Resistor required?

I have recently purchased an unfinished 1946 Olds 98 project. This is a list of the way the previous owner set up the ignition system.
- the car still has its original straight 8 257 and distributor
-upgraded Ron Francis wiring
-Pertronix Ignitor installed
-Accel super stock ignition coil and spark plug leads

The Accel coil 8140C is listed as a non ballast resistor model. The wiring is not resistor wire as it states if a resistor is required then wire it in. The Pertronix unit #1183 installation states that if the car had ballast resistor you keep it and if the car didn't use one originally it was not required.

The original car being a 6 volt system did not have a ballast resistor, but I am pretty sure that if just a 12 volt upgrade with points was done a ballast resistor should have been added. Leading to, if the 12 volt conversion and Petronix was done a ballast resistor should have been added?

The Pertronix unit itself requires a full 12v at the red wire. From the directions below:

GENERAL INFORMATION
Ignition Coils:
The ACCEL Points Eliminator Ignition System is designed to work with most stock
ignition coils and aftermarket high performance ignition coils. For optimum
performance in systems without an ACCEL 275+/300+ or similar ignition control, use
one of ACCEL’s 4 specially matched coils eliminates the need for a ballast resistor or
a resistance wire. These coils are: 140205, 8140 or 8140C SuperStock Canister
Coils, 140009 HD E-core SuperCoil.

Sorry I am still confused. I have a Petronix unit is it the same principle as an Accel Points Eliminator unit? Here is the Petronix Ignitor instructions with 3 wiring options regarding ballast resistors or not.
