I don't know about the proportioning valve, but most replacement brake parts for this car are available at nearly any local auto parts store here in the U.S. I don't know the situation in Australia, but maybe your parts stores could order them?

Rock Auto (rockauto.com) has wheel cylinders, rotors, and all sorts of other brake parts for your car. I've ordered from them many times without a problem.
