Remove lock plate. Turn key to run and insert a long narrow screwdriver into the release hole cast in the column and pull lock cyl. out. It make take some yanking and jiggling I heard...
There is a post here somewhere that I posted the service manual page.
Oh - it is here!

OK, let's back up. Is the backdrive linkage from the steering column to the trans hooked up or not? If not, the shift bowl has likely rotated, preventing the lock cylinder from turning all the way to the lock position. Yes, this function is there even for floor shift cars. Even if the linkage is in place, it may be misadjusted. Go under the hood, be sure the tab on the steering column is all the way up, and even temporarily remove the linkage from the tab to see if it will go any further up. Have someone hold it there and THEN try to turn the key to LOCK and remove it.

If you are convinced that you need to remove the lock cylinder, this thread will show you how.

He should be able to turn it while sitting in the seat. My linkage is a bit loose and won't park all the way and I have to "park" it every time I turn the car off. It's a bad bushing I think, but I can live with it.
