1) Binding flapper hinge (unlikely and very easy to check)
2) Vacuum actuator not connected to full time manifold vacuum. Use a vacuum gauge to verify that the hose is connected to manifold vacuum and not ported vacuum.
3) Insufficient engine vacuum (the tapockia-tapockita-tapockita idle would likely give this away)
4) Bad vacuum actuator. The even easier way to test this is to push the actuator rod all the way into the actuator, hold your finger over the vacuum port, and release the actuator rod. If the rod comes all the way back out (a small amount of movement is to be expected), the actuator is bad.
Vacuum actuator shot. Thanks for the tips. Called Parts Place.com where I got it on Sept 19, 2013. Asked about warranty and was told even the original equipment ones only lasted a year or so. I put under 2000 miles on my car so I wont be hurrying back to buy more. At least from them anyway.
Had one from a W30 along with the hood etc. that came from a junkyard, lasted the two years that I had it, I'm quite sure that they last longer than a year. Nothing like a vendor making an excuse for crap. I probably should go out into the garage and check the one that's been hanging there for 20 years.
