Left over Part ?????

Left over Part ?????

I have to question in reference to my steering column. 72 Cutlass, can anyone identify this one leftover piece ? Looks to me like a dust cover. Not sure where it goes. My other question was the shaft. Is there a difference between the column shifter which I used to have and the floor shifter which I have now? The reason I ask is the steering wheel housing is not matching up. I tried to line it up but will not get flush with the Housing. Thank you in advance, I will attach a couple photographs.

ive never seen that seal..

but its know that the aftermarket hubs do not fit like the GM pieces..theres always a gap
