Mineral spirits won't do a thing.
The stickiness is from vinyl plasticizer outgassing.
That fog on the inside of older car windows you see after the car has been stored or sitting awhile is from it.
You may be able treat the vinyl to make it feel less sticky for a little while but it always comes back.
My vinyl headliner and Vista window trim was all sticky so I painted and cleared the pieces, they're starting to get a little sticky now but they're rarely touched so I can live with it.

Driving gloves
Check with a trimmer. Mate of mine uses kerosene on vinyl / plastic because vinyl & kero are both petroleum based. You gotta get it off quick and completely before it dries to a milky finish.

X2. I've been using PreSol for decades with no ill effects. It is definitely the most effective cleaner for this application. There are numerous brand names, and Goo Gone is the same thing in a smaller and more expensive consumer package.
