1937 wheel interchange

Looking in the parts books 37-38 16” rims are the same number and 39-48 are the same. Is it safe to assume the 39-48s will not fit even though they are 16 as well?

A different part number/year may still fit, don't discount it fitting solely on the part number. If the brake drums are the same there is a good chance they'll fit.

Both these wheels were 5 on 5" bolt pattern so they should fit.
The difference in part numbers was probably due to design differences due to shape or hubcap attachment .
