1969 W30 Build dates

After doing some reading and research there seems to be some indication that most or all 1969 w30 were build in December 1968 .I have located 2 other W30 that are date coded C12 One is a documented cars with a Broadcast card (rare but yes ) I have a undocumented 69 W one of the 2 I have personally seen is a true 1969 w car. My vin last 6 is 8000 away from his. Any idea why 2 car with Dec C vins could be 8000 apart ? Any ideas ? Any one else with a 69 W car is welcome to Jump in here. My last 6 is 224838 I wont revel any of the other. We are all curious how two C12 cars could be so far apart? .Was the vin born on the date the car was order or??

surely all or most 1969 model year W30s were not built in one month
VIN sequence numbers are issued in order - cars are not built in VIN sequence order
how far apart are the BODY NUMBERS on the cowl tag?
with daily production in the ~1,500 car range, a typical 5 day week's worth of cars would be ~7,500 cars
