Steering column parts

Working in steering column and see this. It looks like two copper contacts. Question is what is it for. Should it be two parts (did i break it). Can it be replaced. I also found a small piece of plastic piece laying in the bottom of the column that could be an insulator of some sort.

Any time I have the steering column that far apart, I extract that key buzzer switch and throw it as far as I can. The buzzer is one of the most annoying things on the car.
