Wheel Cover ID?

Wheel Cover ID?
Anyone know what this wheel cover is for?
It's 14". I'm guessing '63-'64.
I have a set of 4. Three are in the same shape as the one pictured.
Chrome is shiny, not curbed or beat up. Fourth one has some curb damage.
I'll post in "For Sale" as soon as I can ID them.
