what year?
In 66-7, the bottom of the steel part was gloss, interior color which might or might not be body color. Top was a 'suede" or flatter, grainy finish. Black is black, but red had a maroon suede top area, and the two met at an angle on the sides. The part of the steering column that showed was painted the interior gloss color.

I'm pretty sure the top of the dash is flat and the lower section is semi-gloss along with the steering column, everything including the steering wheel and horn pad would be black with a black interior.
The first section in the factory assembly manual has a chart that tells you what color and gloss level every painted interior part is supposed to be.
If you don't have one yet you can register for free at http://wildaboutcars.com/ then go to the downloads section and check it out online.
The site is the best thing since sliced bread, and Classicoldsmobile.com of course.

I found the site you said, but I can't open it so,, I have one more question : the area from the bottom of the windsheild to the firewall, with the wiper opening, body color or blacked out like the firewall ?

Top of dash inside the car---my bet is it's a satin to semigloss for '69
Lower Dash Metal---Semi-gloss
Top of the cowl (the area where the wiper arm "well" is as well as the flat area above it - ie running from base of windshield to top of firewall)---Black. The same black as you would use on the firewall. A satin black would work well on this area.
