No. Car registrations are state by state, not national. You would have to check with each state until you found it, assuming it's there to be found at all. 20 years is a long time, and the car may no longer be on the road, it may have been crushed, or it just may not be registered.
And then even if you did find that the car was still in existence and registered somewhere, privacy laws would prevent any contact information on the owner to be revealed to you, anyway, so you still couldn't locate the car.
I don't know about every state, but Ohio's state DMV website lets you enter a VIN and see if the car is currently titled in the state. If it is, it will tell you the date it was last titled, the mileage on the car at the time it was titled, and which Ohio county it's titled in, but that's it. I used the service once to trace the registration history of a car I bought in that state. I was able to determine when the car was first registered in the state and the mileage at the time.
