VIN Decode

I have never thought about this question before, and I am sure there is an answer out there. What was the logic of the last 6 digits of the VIN code? I used to think that it was the sequential production of the particular model. However, for example, I believe less than 23,000 442's were made in 1970, but it is possible to have a VIN end with 137800. I know the first "one" digit is not significant, but I thought that last 5 digits would be less than 23,000. Do the last 5 digits just represent the sequential production in the particular plant the car was assembled? Just curious. Thanks.
