03D = build date, 4th week (D) of March (3), 1965
ST 65 = 1965
3 = Oldsmobile division
38 = Cutlass
37 = Holiday Coupe (2-door hardtop)
LAN = Lansing assembly plant
TR 954-B = Fawn Vinyl strato-bucket front seat
E = tinted windshield and windows
2K = air-conditioning
2X = floor-mounted automatic transmission
Can't tell if the third character after the K and the X is a C or a G. If it's a C, it means rear window defroster. If it's a G, it means floor-shift automatic transmission, which seems redundant with the 2X code. Does the car have a rear window defroster?
5W = deluxe front seat belts with retractors
Paint V - V = almond beige upper and lower body colors

The "5" above the "1" in the body number cannot be decoded.

Does any of this match what's on the car?

Did the body plate on cars of that era get attached with slotted pan head screws?

65 cutlass

Also buyer beware of this place in Texas selling classic cars. Classic car liquidators. They sold this car to the guy I got it from as a true 442. And he payed 12999 dollars for it.

Good point. I don't think so. Makes you wonder if that's the correct body plate.
