Duplicate title will be issued to the NAME on the title not to YOU.

Fla will issue a title on the spot if your name is on such but will not MAIL ONE OUT OF STATE, Check with the seller he may have the title to HIS car.
Good luck

I dont know if this is the same but when I finish paying off my Bravada, I had to change the lien holder title to a clean title. It took about 1 month for me to get a new clean title.

In CA it will be longer than a few weeks. That state has the most screwed up and undermanned DMV. Good luck you'll be waiting a bit.
