Question Tempmatic or vacuum issue in my '83?

In all settings, not getting any air from the dash vents. The temperature seems to be correct as it blows from the floor vent. Defrost works when selected and the vacuum actuator that would control the dash vent works when tested (temporarily hooked up the defrost vacuum line to it).

Does it sound like an issue with the vacuum control valve for the Tempmatic or the control head in the dash where the vacuum hoses connect to? I did a search and couldn't find anything where there was no air at all from the dash.

This is an '83 Ninety Eight with Tempmatic.

Hopefully someone will post some info, but for problems like this, you really need the factory service manual, with its pictures of vacuum hose routing and descriptions of how things work. A previous owner or mechanic could have really screwed things up trying to fix something.
