Searching for previous owner
I'm restoring a 70 W-30 white with gold stripes. I bought the car in 98 from a mechanic who started the restoration and lost interest or ran out of money. I got a lot of the car in boxes. Trying to get as much history on the car as possible I tracked down the previous owners and they were very helpful and accommodating. I found all the owners except one the original owner Stephen Herzog Brown Mills, NJ maybe someone knows him or a relative I'm trying to find out what dealership he bought the car from.
Any help would be greatly appreciated.

If he bought a brand new car in 1970 -- 54 years ago -- it's possible, even likely, that he no longer walks this earth.
I would start with the Brown Mills, NJ local newspaper's obituary archive. That would at least lead you to next of kin who may recall the car.

Possibly this fellow? He died in Pennsylvania, but he got married in 1968 in New Jersey.

Couple of quick comments.
The name of the town is Browns Mills, not Brown Mills.
Second, are you sure of the spelling of his first name? Steven and Stephen are commonly interchanged by mistake. Even if you know for sure it's Steven, you might search under both variations.
Doing so, you might end up with a list like this, which is this one site's findings for Stephen/Steven Herzog in or near New Jersey. If you filter this list by age to 81 or more, you get three hits, but two are deceased. Filtering for just age 71 to 80 gives a 71 year old and a 78 year old.

One other comment. You might try hitting this from the other end. What Oldsmobile dealers served the Browns Mills area? I think there's a list somewhere on this site with dealer numbers. Maybe you can find some there. Perhaps some of them are still in business selling other brands. Would they have records from 54 years ago? Probably not, but who knows.
