You need to have a full vacuum source from the intake manifold.

Under part throttle, the vacuum is high, and the door is shut.

At WOT, the vacuum drops to zero, and the door opens.

This is on 70-72 OAI cars.

My '71 assembly manual shows it going to a tee in the line that goes to the air cleaner switch on the bottom of the air cleaner that operates the snorkel door, full vacuum source as MY442 said. That line goes into a brass fitting on the manifold a little bit behind the carb on the driver's side, you can see it in your pic. It says to cut the vacuum line 6.50 inches from the manifold vacuum source and insert tee for the line to the flapper motor.

I don't get why it does it in reverse even if it is ported vacuum you have it hooked too??? I'm not familiar with them, does the vacuum hold the door closed then when the vac drops on acceleration it opens? Is there some sort of spring on it? Is it possible that it may be that the carb is just sucking the flapper closed on WOT and then pops back to position and the vacuum line to the flapper isn't doing anything right now?

As noted, the hose to the actuator must be connected to direct manifold vacuum. It should be closed at idle and should open when you floor the throttle. Sounds like you did not select the correct vacuum source.
