It looks real to me - it's a MagLev vehicle. It uses a powerful electromagnetic field to hold itself up off the ground. The catch is that it can only hold itself up over ferrous materials (like MagLev bullet trains, which have to be on steel rails). The trick is that the city where they are demonstrating it is in an iron-mining area, and the ground is essentially made of iron. The other trick is that it probably runs for about five minutes before needing a recharge due to the huge power consumption of the magnet.
Neat car, though, and you never get a flat.

Nope, I don't buy it or the mag lev theory on this. Mag lev is much more sophisticated. They don't run on steel rails either Eric, but I think you were trying to say they 'hover or levitate' and are propelled by electromagnetic coils embedded in various parts of the guideway surfaces.
My vote on that video is 'wish list' but pure hocum at this time.

Welllll... I'd give Volkswagen the credit that if they were going to make some unusual style of propulsion the feature of an ad, they would make sure it was real.
And if it was a spoof of a VW ad, they'd have already very "efficiently" forced YouTube to find a "solution" to the "problem."
