I'm pretty sure you'd need a dial indicator and a degree wheel to get that type of spec if it's not listed clearly on the cam sheet.
If you have the highest & lowest points on the lobe listed on the sheet with their angles, you can find out how fast it lifts, in a percentage of 360 total degrees, but unless you know what that number is supposed to be for short or long ramp up speed, it would be an arbitrary guess as to what that number means without other specs to compare it to.
I know that's a convoluted answer, but I've never seen that specification listed before...
