I suspect what you're wanting to determine is whether the P-o-P demonstrates a W-30. I do not know the answer to that question, if that's your question since I'm unfamiliar with a 1968 W-30 P-o-P code. There are members who can assist you e.g. allyolds68, joe_padavano, & others. I think '68 was the only year W-30 was contained on a P-o-P. Obviously you've figured out the VIN #, delivery date (10-16-67) which delineates the official 1st date when owner took possession (i.e. beginning of warranty period), & 06-894 (Region-Dealer Code).
That does not look like my 68 Z code POP.
Did the M code POP differ?

Correct…1968’s got metal pops to the original owner. The plastic cards came out in 1969. Since this card was issued to the second owner when the warranty was transferred it must have happened after the 1969 model year began. The “2” I highlighted indicates second owner and the subsequent numbers are for the warranty transfer. As noted only the original metal plate would have the engine/trans/axle info. The 06-864 is the selling dealership code.
The only way to definitively verify a 68 W30 is with original paperwork. Something connecting that vin to something original that says W30 option code factory ordered. Other wise its a 68 442...which doesnt suck.

Correct, and unfortunately that is the end of the line of proof barring a miracle.
As has been said its a real 442 so that's that. Next would be to see if everything is there that should be there besides the heads. That is not proof but leaves it open to a maybe...
