Paint removal from kick panels?

So a previous owner used black spray paint on my garnet colored kick panels. It flakes off in lots of places but is hanging on tight on the rest. Is there a fool proof way of removing the paint from the plastic...Also need to remove paint from arm rest bases...seat backs...seat skirts...and on and on and on..
Thanks

similar issue

It's been many years since I've had a project car. Just bought a 1970 Cutlass convertible. My kick panels, seat backs, etc have not been painted but are severely discolored and faded. What is the best method to restore these panels?

Since I am going to re-paint the plastic, I just lightly blasted it with glass bead it knocked it off. Looks like it will have a good surface for fresh paint. SEM has paint specially formulated for plastic. I haven't sprayed any yet but we will soon see how it finishes out.
