New Power Steering Troubleshooting

Hello,
I just installed a rebuilt power steering pump, new hoses (Fusick, not all-metal ) and Jeep power steering box on my 68. I bled it by turning lock-to-lock w/ the wheels in the air and have the fluid level correct, but when I backed out to test drive it is getting zero power assist. The pulley is turning but no matter what I do w/ the steering wheel (turn lock to lock, even against the lock) there is absolutely no power steering "whine". I verified this is the case at all engine speeds by taking it for a short road test. I'm going to pull the hoses to see if anything stands out because that is all I can think to do. If I don't see anything there, are there any diagnostics I can do to confirm if is the pump before I pull it too?

I once had that exact problem. Had a newly rebuilt pump. Replaced the pump and all was good.

The link below talks about a valve that might need reset. Basically, remove pressure hose, insert small shaft, press on valve. Also, it might take a few miles or drives to remove all air.

I swapped for new steering box about two years ago. In my opinion, it took awhile to get all the air out much longer than anticipated.

Hey, thanks for the help so far. Work and family kept me away for a bit, but I got a chance to try see if the valve needed freeing up. Pushing a rod into the hold and pushing hard met firm resistance, absolutely no give. I couldn't see anything on the car, so pulled the pump. The service manual says that when removing the 1" hex headed union from the pump body to watch out for the flow valve to pop out from spring pressure. Nothing popped (first clue!). Looking into the pump I could see a hex headed shape (second clue!) - the service manual states to make sure when inserting the valve into the pump body to insert the hex end first. I was able to convince the valve to come out, to discover that there was no spring behind it - that is because the spring was installed after the valve.

Basically, the order of assembly should be spring-valve (hex end first)-adapter fitting. This pump was assembled valve (flat end first)-spring-adapter fitting.

It's a PITA to install and remove it and make a mess all over everything - I only want to do this one more time so I've got some questions...
1. The assembly manual indicates there is an oring for the flow control valve, but I can't tell on the exploded diagram where exactly it goes. Does it get installed onto the flow control valve?
2. The flow control valve doesn't have a screen on the end of it. Others that I've seen do - I assume to protect the pump from large debris in the system(?). Is this normal, or should I replace the valve before putting back together?
