markings on valley area of my 455 block

markings on valley area of my 455 block
I am building my w-33 now and have a question about markings that were hand applied on both ends of the block on the raised part of the valley. Hand written "S H" and on the sides of the block I can see dots of paint both green and blue, the dots were under the olds blue paint. Any ideas on what this all means?
