Certainly looks like one. Has all the right parts in the pictures. Being a 455 engine would make it the W30 option too. W25 was the 350 version.
Documentation is everything with these cars. Original invoice or broadcast sheet would say the correct options this VIN car came with.

VIN wont tell you if its a Hurst/Olds. Hurst/Olds was only an option in 1975. You need the Invoice, Broadcast sheet, or maybe even the data plate that shows what options it came with. Ask the owner to supply documentation.

Because I'm lazy and don't want to do the research, what's everyone's opinion on what a 75 455 H/O's worth in #3-4 condition? There's a nice one up the street from me that the owner bought new. I talked to him a year ago and he was thinking about selling it.

This ^^ exceptional example sold for 50k. To me, it's a question of options on the car, the scarcity of like models and the sanity of the owner.
A #3-4 w30, black, original owner with no significant body panel issues? I'd pay 12-14.
