They took a factory wheel and widened it. Although it looks like they spliced a piece in the middle. I've got some widened wheels but the ones I've got they cut the center out of a factory wheel and welded it into a new hoop.

I spoke to a company in WI that has been widening wheels for the last 30 years. Looks similar to your wheel. They do them for $200 a cut. Then to shop it's 30 each rim each way. I'm going to have a pair of 15's done for my Cutlass. After measuring up the opening I have 2" of clearance on the inside and 4'' on the outside. I'd say that's why the wheel is widened towards the outside.

There's a gent out here in Long Island, NY that is selling a pair of 14's that he had widened years ago for $100, but rubber is tough to come by for the 14's. I spoke with my tire supplier and since he knows I'll only run BF Goodrich he told me he could get me a pair of T/A's in 14 for those rims but it may take some time to get them in. Plus the way I have the car sitting now 15 would look much better.
