Gas tank insulator mat ???
Is there a safety reason Oldsmobile / GM installed a insulator mat between the tank and body??

Tolerance and fit as well. You are pressing one stamped metal surface against another. The pad would accommodate the differences and also keep metal on metal scraping down if it shifted with body flex.

Also it reduced reported gas tank squeaking against the body
