Well first of all it's a 73 not a 72. So it has the J heads, not the GA. It's a non desired smogger engine.
IMO 3K is way to much for that car considering there's absolutely little to no demand for them. And the sellers claim that the engine alone is worth 3K is rubbish.

Call and ask if the engine turns over with a battery hooked up. If it does there's enough on that car that can be parted out and make a few bucks. The entire front header panel *upper/lower and grills* are not easy to find in good condition. It might also have some power options that are salvageable. Too bad it was left neglected so long. The LS 4dr hardtops are not that common.
BTW the TH400 it has will be a long tail so it's not going to fit your car without modification to your drive shaft.

If you have the time and room to part it out you may be OK. Just scrap metal should be $350-400 for the whole car. So keep the motor as a rebuilder, sell whatever parts you can, then scrap the rest. You might come out a few dollars ahead or get a free motor in the process.

Great car, and for $500 can't go wrong if you want something to play with, or if you have the time to part it out, but I'd be cautious about buying it for the motor, as that may be the one part that's not salvageable if it hasn't turned over in 20 years.
I agree with the others that if the motor turns over, then you've got a chance at getting a few miles out of it (or not - total crapshoot), but if it's seized, it's a parts car for cars that essentially nobody is collecting these days (though in another ten years, the parts will probably be more valuable).
