Dash lights will not come on.57/98

Has anyone out there had a light problem in the dash? Pulled headlight switch and found 3 amp fuse blown. Replaced fuse, still no Dash Cluster lights. All other lights, interior courtesy work, High beam indicator works as well as all external lights.
Headlight switch does not looked burned, nor does the reistat looked baked; Is there a hidden ground for the cluster lights alone ???
I have the manual(do not see a sperate ground).
Regards,
Fletch

Just a thought, when I bought my 57 the dash pod lights did not work, tried everything up until I replaced the lamps. Thats right all of the lamps were burnt out. Might try replacing one and see what happens
