chrome covers with pcv grommets in both??

They are both uniform profile
No notches
They look factory OEM to me. Baffles look to be oldsmobile issue and the vent breather /pcv holes are in the center. They also feel sturdy / heavy compared to anything aftermarket I have seen.

Is there a vent breather in either of your covers??? Those had larger diameter D shaped grommet on one side. That is the ones that i have seen and / or and am running on my cars.

without the notches the they are not 69 covers....pretty neat covers
one pcv on the 69 H/O (intake manifold port) but both covers have breather tube holes
There have always been two equal size cutouts, one in each cover, one for PCV and the other for the air breather and/or tube... The grommets you use will determine what you plug into them...

You would be better off using the '69 H/O scheme
one PCV valve to the nipple thru the intake
one FILTER/ breather in each RACover, leading to the air cleaner housing.
First, it appears these are (were) factory-built covers.
Second, the chrome is almost certainly not factory. It isn't hard to get valve covers plated. I've done it numerous times.
Third, since the grommets have to come out for plating, apparently someone put the wrong ones back in.
Fourth, NO Oldsmobile ever used more than one PCV valve, and more importantly, the 69 H/O (and 70 W-30 and 4spd cars) used NO PCV valves in the valve covers - the PCV went to the intake.
Fifth, even a 1967 BBO A-body got one notched valve cover on the driver's side to clear the brake booster.

Yes. 67 cars had the smaller HVAC box, but used the 11" booster seen on the 68-72 cars (64-66 cars only used a 9" booster), so it needed one notched valve cover on the driver's side. 1968-72 cars had both the bigger booster and the larger HVAC box, thus two notched covers. The numbers Joe posted above were for the factory chrome covers. Of course there were painted notched covers with different part numbers.

i really wondered WTF when i saw this set of covers
So i guess they technically are / were OEM just not factory issue in this state

I would rather run these than some repro ones or after k market ones
i will run a breather on one side when i put them on the car

So I was at grandma's, and needed my charger for my dead Tahoe (see my vortec engine thread.) I charged the battery in my 442 for a few hours while I did yardwork. I remembered Joe's comments on the notches, and while I DO have one notched valve cover on my 67....it faces forward on the right, under the AC compressor....and the decal is on the right place, on the wrong cover on the left side. Friggin previous owner. Oh, the humanity.
