has it always done it or is this new. if it is new the neutral safty switch may have broken and is staying in the park position. if it has always done this it could be a broken switch or someone may have it bypassed with a jumper wire.

Is this a floor shift or column shift? If it's a floor shift, I bet the backdrive linkage from the trans to the steering column is missing. Alternately, someone has disconnected the neutral safety switch and jumpered across it.

It means that your backup lights won't work either. Also, the shifter does not lock with the ignition. It's not the end of the world, but unless there's some reason the backdrive linkage was taken out (headers, for example) there's no reason not to put it back in.

You should fix it now. This is how your family gets run over by mistake.
What if your wife or teenager started it with the gas pedal depressed and someone was behind the car when it was in reverse.
Very dangerous situation

You have W/Z exhaust MANIFOLDS. These will clear the backdrive linkage no problem. Look at the end of the steering column on the engine side of the firewall. There should be an arm sticking out of the bottom of the column (above the upper U-joint). The backdrive linkage is a metal rod that runs from this arm down to an equalizer cross bar that runs from inside the frame to the trans.
