Uh, no.
A 70 2bbl used a Rochester 2GC carb with a much smaller air horn. And there is no such thing as a "fullsize turnpike cruiser" built by Olds.
This particular air cleaner was fabricated by someone, as the boogered welds in this photo are definitely NOT factory spot welds.

This one is likely from the same era (68-73/74) Q-Jet 4bbl. Painted lettering instead of the sticker makes me think the whole can was painted too, especially with that added snorkel. This can be used on 350 or 455 applications. The added snorkel is from at least a 1975 model car - note the adapter for air intake hose.
I'd call it a Frankencleaner.

This is a pic of the V code Air cleaner I bought off ePay. Note both snorkels have a flapper that's vacuum controlled off the sensor module. Although the sensor was painted by the seller, it still functions properly. Also have the top, but this pic was just to show the base. I have no idea why this option was only specified for an SMT car. It simply gives any carb better air flow.
I also noted it has the wider snorkels, and 2 breather inlets. Joe, in your opinion could this also be easily modified (drain holes) and used as an OAI base? I'm thinking yes.

Sure it could. Any 4bbl air cleaner housing from that vintage will accept the plastic OAI lid. Drill away.
