You need to define best. Easiest to install? Cheapest to install? Most stopping power? What size wheels/ what type of wheels are you running?

The easiest install will probably be an original style disc brake conversion that you can get from most any A-body part vendor. Spindles will be a direct bolt on, and from there you need to change the master cylinder. The factory 69 system would use a metering valve with your current distribution block, but most of the aftermarket systems supply a 71 - up proportioning valve that will require you to change out or modify some of your metal brake lines. Actually, either system will require some changes to your current brake lines.

I'd rather use factory parts. I think that is the best choice. Its not that hard to find the needed parts like spindles, calipers, master clyn.and hose brackets and dust sheilds. You have the ability to get most replacement parts at any auto parts store .Who knows where some of the kit parts are obtained from or if they are engineered properly to begin with.

I ran a 98 Camaro disc brake conversion on my vista for a while before I put on the 14 inch Wilwoods that it has now. The Camaro brakes use a 12 inch rotor and 2 piston caliper. I was running them with a 98 master cylinder and rear disc brakes as well. They perform awesome, but if you are just starting out, and not familiar with brake upgrades, I might recommend sticking with a factory type setup like I described above. The 98-02 Camaro brakes require a 16 inch wheel (possibly 15 depending on the wheel). The factory style 11" rotor single piston front brakes can still use a 14 inch wheel.
