Another Rubber Stopper ?

Some parts have sat for a few years as I worked on my 69 Cutlass. This one I don't recall ordering or what it would be for, anyone recognize it?

AHA, I'll check it out. It would take care of the clanking sound when the plate slams back.

As someone mentioned, almost positive that’s for the license plate. I think there is one very similar behind the bumper filler plate on the 68-69 A body.
