AC not cooling

AC not cooling
Hello everyone,
It is pretty hot here in Florida so I have moved on to my AC system.
A few things:
1. All air is directed to the floor vents no matter the setting.
2. Compressor clutch is engaging/disengaging every 2-3 seconds.
3. Put in 12 ounces of 134A (I retrofitted it) with no temperature change.
Need ideas and I hope this thread is in the right place.
Car details: 1983 Toro with 307
