69 cutlass air cleaner base 2bbl 350

69 cutlass air cleaner base 2bbl 350
Can someone tell me what this is. It appears that it receives a male electrical connection. Ive owned car 30 years and never had. 2 rubber hoses attach to underside and are present. Am I missing something.? Thx for your time

It is vacuum only no electrical connection at all. It controls the flap in the end of your air cleaner snorkel.
