There were no factory-produced Cutlass convertibles in 1983, which you probably know. This car would have to have been a customization.
What kind of information are you looking for? Given your username, I'm guessing you're a dealer. Are you looking for a value for it or to sell it? We would need more info and lots of photos, and even then it would be a guess as there are none of these out there to compare it to. But given your description of it as a "rust bucket," I can't imagine it's worth too much, anyway.

They've done a lot of work over the years, apparently. ASC stands for "American Sunroof Corporation."

Don't know how many of the Cutlass were converted by ASC, however since they are still in business you can contact them and see if they have any records.

Actually, Hess & Eisenhardt converted these FWD Cieras into convertibles. There are rumored to be about 600 made over several model years. No one makes repro parts for the Ciera, and the convertible parts are all custom made for this application, so if there is any damage that requires replacement parts, you'll be searching for a long time.
