I am fixing up a 1970 oldsmobile cutlass supreme. Having trouble with tail lights. All lights work correctly except under one condition. When I apply breaks, all 4 rear lights in blink and I can hear the flasher blinking. Question: there are 4 lights in the number. When you signal are only the two out side lights supposed to flash, and the inner lights are break lights or each time you signal left or right the two lights next to each other both flash. Trying to figure out some wire problem
Also could be replayed, I get power from a text light on the license plate light even when the lights are off, put not enough to light the light bulb, just enough to light test light. pulled the plug under the dashboard and isolated the wire harness going to back of car. That power on tan wire exists under the dash board on the power side of plug.
Any help would be appreciated

The turn signals are just left and right. So both tail lights on each side flash when the turn signal or the flashers are on. If the lights flash when you press on the brake pedal then you have something crossed, most likely under the dash.

any idea about the small amount of voltage on the license plate wire

If you do not own the CSM (printed version) & you're beginning to fix it up - buy an original - best investment you can make. Not 100% certain regarding the small voltage (and, I'm not certain what 'small' voltage means), I don't believe there is any voltage on my license plate +wire when in the OFF position. Good Luck.
