Manual says all 455s passenger side. I didn't see anything stating that changes with emissions canister but maybe someone with a CA car will speak up. One of my W30s had it come from the factory on driver side - so its still there

CHECKED A LITTLE MORE ON PAGE 136 of SEC 11 it shows the installation of the canister with the windshield washer jar assembly all on the passenger side for 455s.
FYI on page 134 it shows both on the drivers side and specifically states canister on driver side for L6 engines only - V8s get canister on passenger side.

There are. While the holes in the driver's side fender are pre-drilled, the passenger side ones are not. Also, note that the washer tank doesn't really fit right on the passenger side iner fender, since it really needed to be mirror-image due to the curvature. That's just the way it was.

My 1970 CA emission car has the washer bottle on the passenger side.
The holes on the driver side for the bottle were plugged with a dark material that was soft and pushed in from the top. It then hardened in place.
You can see the finger-sized impression on the plugs.

It will fit with the canister. That being said, I have seen two original 70 442s with one being a W-30 that had them on the driver side. That passenger side red inner fender is the only one I ever seen with no holes for the washer jar. I assume that it was a mistake at the factory.
