What is the best way to lower front bumper on 1969 cutlass just to remove headlight bezels.

You do not have to lower the bumper, just take your time and they come out fairly easy.

I have never had any luck getting the grills out with the bumper in place.

leace the bumper to frame bracket in place. Remove the front bumper bracket to frame bolt, loosen the rear. The bumper will slide forward and pivot down.
