Fuse Block Toronado help

Fuse Block Toronado help

I have a 1966 toronado I have some lights, brinkers and dash lights not working i removed all the fuses, cleaned all terminals and will add terminal corrosion lub. My question is I checked all 11 fuse position with a meter terminal side to side without fuses, 2 out of the 11 have power is this correct or is something wrong and what do think it could be, thanks.

I don't understand your question.

Did you check them under the appropriate conditions (ignition switch set to ACC or IGN, headlights on, etc.)?

Have you consulted your Chassis Service Manual to see what is connected to what?

ignition switch set on off, sould each fuse holder have power at fuse block?

No. They are on different circuits, and are on at different times.

Look at the schematic in the Chassis Service Manual to see what should be on when.

Some are live, and some only have power with the key on.
I have found broken or frayed wires behind the fuse block on 2 different Toronados recently. One was a '66, the other was a '68.
