Help ID loose wiring under dash
The white wires hang under the driver side, both with plug in connectors.
The dark and light green wires also hang in that area.
The other which seems to have a fitting on the end that looks to go over a bulb is hanging under the dash in front of the 4 spd console.
The car was running without these hooked up to anything. Just don't know what they are.
Help to ID these wires would be much appreciated

Don't the '68 Cutlass have a light in the dash over the ash tray? Those wires look like they might connect to that light. The light should have an orange wire on one side and white on the other. The light connection might even have two spade connectors suitable for those two wires. The white wires are part of the grounding circuit for the courtesy lighting of the vehicle.
I'm thinking the two white wires have something to do with a door switch that operates the interior courtesy lights when a door is opened.
The light green/dark green wire combination might have something to do with the neutral safety switch of back-up lights.
If that last wire is grey, it has something to do with dash lights.

The only white wires under the dash are the ground side of the courtesy/dome light circuit. As noted above, these connect to the pin switch on the door jamb. If you ground them, you should see your dome light come on.
The green wires are the backup light circuit. This appears to be the jumper harness that runs to the NSS/Backup light switch on the floor shifter in the console. Obviously your backup lights don't work at the moment.
The last one looks like the lamp holder for either the ash tray or the heater controls. What color is the wire that feeds it - you've cut that off in the photo.
FYI, Figure 12-2 in your 1968 Chassis Service Manual has all this information.

Joe P, the wire you're asking about appears to be a faint gray or light green, it's got overspray on it so it's hard to see. I took a look at my service manual section 12 and I have to admit that electrical is not my first language.

Find and trace the grey wire in the lower RH part of the wiring diagram and you'll see that it feeds all the instrument lamps (the illumination lights for the gauges) as well as the ash tray lamp, heater control lamp, and clock lamp feed. This is the circuit that is dimmed by the rheostat in the headlight switch. This pretty much confirms that the socket in your photo is either the ash tray light or the heater control light. That intermediate connector with the red wire is the standard GM tap for accessories on the light circuit. You unplug the original light connector from the harness, plug in that "Y" connector to feed an accessory, then plug the original light connector back into the "Y".
