help with windshield wiper

Hey there I have a 72 supreme and I have a windshield wiper issue. When I turn the wipers off the passenger side wiper comes to rest up on the windshield and not in proper position. When I went to look at it I noticed the arm is different then drivers side. I have attached some pics, which one is correct? The drivers side arm has an additional bracket on the bottom. If the passenger side is wrong could this be why it doents come to rest in proper position? How do you take the arm off, by removing the two bolts right next to it? Does the arm come off and it is just a matter of putting it back on in proper position? thanks everyone, trying to upload pics but cant get it to work

Don't touch the bolts. The arms lift off by lifting the base, opposite to the arm and pry upwards to release the base from the drive stub. Some times there is a key way and the arm cannot be turned.
